21st September, 1908.
I have the honour to acknowledge with thanks the receipt of your letter No. 32156/1908 of the 16th inst., in which you inform me that Lord Crewe has been so good as to permit me, subject to the consent of the Governor of Hong Kong, to receive the first increment of salary attached to the post of Deputy Official Receiver in Bankruptcy from the date on which I assume duty.
2. I commenced to study bankruptcy work under the direction of the Board of Trade on the 16th inst. I have no copy of the Hong Kong Law on the subject of bankruptcy and shall be glad if you can see your way to lend me a copy of Carrington's edition of the Ordinances.
3. I would respectfully request that, if it is so permitted under the regulations of the Colonial Service, I may be allowed to draw full pay as a Passed Cadet during such period as I am working at the Board of Trade. I believe that my full salary for the year is voted in the estimates of Expenditure for 1908 and my lapsing half pay is not being drawn by an acting officer.
4. With reference to the concluding paragraph of your letter No. 30049/1908 of the 20th ult., I would request permission to sail for Hong Kong towards the end of December next, subject to a satisfactory report being made by the Board of Trade upon my progress in the study of bankruptcy work.
I have the honour to be,
Sir,
Your obedient Servant,
Notlekhar
The Under Secretary of State for the Colonies.
