The scale generally adopted for salaries is under consideration, having regard to the decision my predecessor arrived at in connection with this post.

You allude to the fact that Mr. Salar was attacked on the subject, but that having regard to the circumstances, he was willing to accept duty at the rate of £460.

The date on which he will assume duty is mentioned in his letter of Sept 2nd (3215-6), where he refers to his acceptance.

3. I note that Mr. Hatcher refused to sanction the salaries of Asst Land Officers in the Territories at the same rate (19684) of £440.

I also note that Mr. Lyttelton mentioned that the starting salary should be £500. On the other hand, the salary of these posts is set down in the starting scheme adopted in the Hong Kong service, ranging from £420 to £540.

There appears to be some misunderstanding regarding the salary scale.
