Typhoon Refuge is an improvement in which

all the shipping frequenting the port will

participate for it will not only afford

protection from destruction for the Cargo

Beats and lighters, whether belonging to

shipping firms or to individual Chinese owners, which serve these firms by loading and discharging cargo, but will prevent the delay and

inconvenience caused under existing conditions

by these beats and lighters having to seek

shelter at the first waning of a typhoon

(often a day or two before the actual

necessity for shelter arises) lest they should

be shut out of the inadequate refuge at

Causeway Bay. In these circumstances His

Lordship considers that there is full justification for the imposition of additional

shipping dues.

As regards your suggestion that Light dues should not, as

a matter of principle, be imposed for a purpose unconnected with the provision of lights

absent,

but I am to state that the name of "Light Dues"

has been retained merely as a matter of convenience. It was at first proposed that the new tax

should be levied under the name of "Harbour Dues"

as those principally concerned would

prefer no change in a nomenclature to which

they were accustomed.

I am also to add that the amount raised from

"Light dues" in recent years has been less

than $80,000 a year. The new tax will

presumably bring in about the same sum and

this appears to his Lordship to be a very

small burden on the gross tonnage of the

shipping which frequents Hong Kong.
