From the point of view of this Office, and apart from the reasons above referred to, the immediate abolition of the Agency is inexpedient until a conclusion has been reached with regard to the direct exchange of mails between this Country and the Chinese Imperial Post Office, as to which negotiations are now in progress.
The discussion of other points appears to the Postmaster General, at the present juncture not to be essential for the settlement of the point immediately at issue viz: the maintenance of the Tientsin agency for another year.
He therefore proposes to deal with them separately.
In view of the consensus of opinion in favour of the maintenance of the Agency for another year the Postmaster General would suggest that the expense should be borne provisionally by His Majesty's Government subject to adjustment in accordance with the final decision that may be arrived at on the subject.
