REPORT OF THE COMPTROLLER AND AUDITOR GENERAL ON THE ACCOUNT OF THE RECEIPTS AND EXPENDITURE OF THE GOVERNMENT OF HONG KONG FOR THE YEAR 1906.

1. The Revenue for the year 1906, including a transfer from Praya Reclamation Fund, amounted to $7,035,011.78, being $312,363.22 less than the Estimate and $116,607.93 in excess of the Revenue of 1905.

The deficit as compared with the Estimate is chiefly due to the Widows and Orphans Fund, amounting to $249,000, not having been transferred, as anticipated, to General Revenue Account.

2. The Expenditure during the year was $6,652,610.68, being less than the Estimate by $224,344.52, and than the expenditure of 1905 by $118,664.56.

An excess as compared with the Estimates of $477,849.53 occurred under the Head "Miscellaneous" and this amount has been duly provided for by Supplementary Appropriation Ordinance No. 3 of 1907.

3. The differences between the Estimated Revenue and Expenditure under Subheads, and the amounts actually received and paid are shown in the accompanying Detailed Statements.

4. The Statement of Assets and Liabilities on 31st December, 1906, shows an excess of Assets of $652,236.11, as compared with $441,495.66 on 31st December, 1905.

6. With reference to the embezzlement referred to in paragraph 6 of my Report on the Account of 1900, a further case of embezzlement by the principal shroff of Taipo in the New Territory, amounting to $1,808.44, has been discovered, as to which I am still in communication with the Local Auditor.
