I am directed by the Local Government Board to advert to their letter of the 15th ultimo, and to forward to you the enclosed Statement giving certain particulars asked for in the dispatch from the Governor of Hong Kong, a copy of which was enclosed with Sir C. P. Lucas's letter of the 6th ultimo. For reasons which will appear from the notes appended to the statement, the particulars cannot be given exactly in the form suggested by the Governor.
The Statement does not include the amounts of the Licence Duties mentioned in the letter of the 15th ultimo. Those amounts fall more properly under the head of Imperial Taxation and the Board understand that they will be treated accordingly.
