I understand that, in view of explanation now given, it is proposed that in future if the lease of the Spring Gardens property be sold by War Dept and by Colony, the Colony will credit the War Dept with the capitalized value of the Crown rent reimposed on purchases.

On 33936, I think that the I.D. are prima facie correct in argument. In your minute, you overlooked the point that when the W.O. bought a piece of land and the Col. surrendered the Crown rent, the Col. would take credit for the capital value of that rent. A purchase and subsequent sale by the W.O. would thus leave the Col. Military Lands Account just...
