I have laid before the Lords Commissioners of His Majesty's Treasury Sir C.P.Lucas's letter (29479/1908) of the 13th instant, and its enclosed copy of a telegram from the Governor of Hong Kong respecting the British Postal Agency at Tientsin.
In reply I am to state, for the information of the Earl of Crewe, that Their Lordships' offer of the 6th instant was made expressly in order to secure the temporary continuance of the agency pending further consideration without prejudice in either direction and that They regret to be unable to give a more definite answer to the enquiry of the Municipality.
