1909 as regards the agencies as a whole, to guarantee the Government of Hong Kong against one half of any loss which may be incurred on the Tientsin Agency during the year in question, provided that the Municipal Council at Tientsin will undertake to guarantee the remaining half.

My Lords may fairly ask the Secretary of State

to press this proposal on the British Community at Tients in, for whose benefit the Agency is primarily maintained.

If, however, it is not accepted there will be no alternative open but to close the Agency.
