Hongkong is guaranteed against loss, to agree to the proposal that the decision as to the Trentin Postal agency should be deferred for another year.
2. As has already been explained, the case of this Agency differs materially from those of the other agencies, and the Lords would accordingly be glad to know definitely whether the Lords Commissioners will guarantee against loss its working. If not, the Governor of Hongkong will be asked to ascertain whether the Trentin British municipal Council will do so. Failing either of these alternatives, the Agency must be closed as the Lords cannot press the Hongkong Government to bear the expense.
