I am directed by the Board of Trade to acknowledge the receipt of your letter (Number 43402/1908) of the

3rd instant forwarding a copy of a despatch from the

Governor of Hong Kong respecting the Bill to amend the

Merchant Shipping Ordinance 1899, and I am to state that

the Board observe that the fresh draft of the Bill embodies

in general the suggestions made in their letter of the

16th April last.

The Board have now been able to identify Mr J. Macdonald, the Government Marine Surveyor as holding a

valid certificate as First Class Engineer and they desire

me to state that they have no further observations to make

in regard to the arrangements under the Bill for the examination of candidates for certificates of competency.

The Board think it desirable to call attention to the

terms of the proviso which has been inserted in Clause 7 (h) to correspond with that in Section 1 (a) of the Merchant Shipping Act 1906. The proviso they observe speaks of the application to foreign ships under Section 734 of the Merchant Shipping Act 1894, of the provisions of

Section 14 of the Ordinance of 1899. This is not strictly

accurate and I am to suggest that the proviso should preferably be worded as follows :-
