His Majesty's Government have ( decided that steps must be taken to close opium dens in Hong Kong as they recognise that it is essential that in dealing with the opium question in Hong Kong we buust act up to the standard set by the Chinese Govement. Propose to make statement on these lines to Parliament tomorrow night. Despatch follows by mail.
