A more promising outlook in the direction in which work has been done. The issue must be regarded as unfashionable in that direction.
Of course, this is a show of gradual progress, therefore not enough for those who demand immediate action; he succeeded in the period generally considered too short for such a reaction, the progress was much hindered.
And, of course, it will give the workers time to gradually adapt themselves to the change in economic conditions.
On the whole, I do not see how - speaking departmentally - we can do more than express sympathy with the objects of the motion, while declining to be drawn into lengthy discussions on the matter.
