N.B. In Pahang the opium duty is collected by a farmer; in the other states the Government collects the duty.

Thus the Federated Malay States are not nearly so dependent upon the opium revenue as are the Straits Settlements. They have, e.g., the tin duty which amounts to an enormous sum each year. Mr Birch, the Resident of Perak, in his report for 1906 said "it may be said that the tin duty constitutes the surplus, the other sources of Revenue paying for the expenditure (of Perak). The system adopted in the Federated Malay States also is different.
