With reference to your Confidential (Public)
Despatch No.50, dated 20th April 1906, requesting to
be favoured with an expression of our opinion on
certain points raised by the Shanghai Municipal
Council connected with the employment of natives of
India at Shanghai, we have the honour to reply as
follows:-

With regard to the enquiry whether it is
proposed to put a stop to the independent flow of
emigrants from India in search of military or police
employment in the Far East, we would observe that, in
accordance with your telegram dated 13th March 1906,
a notification, a draft of which is enclosed, will shortly be published in India to the effect that all Indian recruits required for the police in China will
be
