I am directed by Secretary Sir E. Grey to acknowledge the receipt of your letter of the 19th instant (20478/1908) enquiring whether he is yet in a position to offer any observations upon the despatch from the Governor of Hongkong dated January 8th last with regard to the registration of steam vessels plying in the Inland Waters of China.

I am to state, for the information of the Secretary of State for the Colonies, that His Majesty's Minister at Peking reports that the provisional King's Regulations at present in force, which were issued last January and of which a copy is enclosed for convenience of reference, are working well.

The Board of Trade are also content with the position of affairs as it now stands, and Sir J. Jordan has accordingly been informed that there is no intention to disallow these Regulations.
