Dear Sir,
Peking, November 8, 1908. IN view of the unsatisfactory state of affairs existing upon the Shanghae-Hangchow-Ningpo Railway, and in particular of the failure of the Yu Chuan Pu to appoint and instal a British Engineer-in-chief for the work of construction in terms of the Loan Agreement, it seems desirable that your Corporation and my bank should consider the advisability of withholding the payment to the Yu Chuan Pu of further loan funds until the essential terms of the Agreement have been complied with.
I should therefore be glad if you will be kind enough to telegraph to your Board in London to confer with my bank in this sense, and to co-operate with them in obtaining the support and approval of His Majesty's Foreign Office in any joint action that may be determined upon.
