Sir:-

I am directed by Secretary Sir E. Grey to transmit

to you herewith, for the information of the Secretary

of State for the Colonies, copy of a despatch from His

Majesty's Minister in Peking, respecting a difference

in the views taken by His Majesty's Consul-General at

Canton and by the Chief Justice of the Supreme Court

of Hong Kong as to the jurisdiction of the Hong Kong

Courts.

I am to state that it appears to Sir E. Grey, as

at present advised, that the view expressed by the

Consul General is correct, but that he would be glad

to be favoured with any observations on the matter

which Lord Crewe, after consulting his legal advisers,

may be good enough to offer.
