General Rules.

ARTICLE 1. In accordance with the contract for the construction of the Chinese Eastern Railway of the 27th August (8th September), 1896, by the Chinese Calendar of Kuang Hsü, 22nd year, 8th moon, 2nd day, custom-houses are about to be opened by the Chinese Government at the terminal stations of the Chinese Eastern Railway "Manchuria" and "Pogranitchnaya" ("Suifenho"), which will be subordinated to the head custom-house at Harbin,
