It is hereby ordered as follows:-

1. On and after the 1st January, 1909, any British subject importing into China instruments for the injection of morphia, except in accordance with the conditions laid down in Article 11 of the Treaty of the 5th September, 1902, for the importation of morphia, or any British subject manufacturing in China morphia or instruments for the injection of morphia, shall, on conviction, be liable to a fine not exceeding 50l, or to imprisonment to any term not exceeding three months, or to both such punishments.

2. These Regulations may be cited as "The Morphia Prohibition Regulations."

Foreign Office, December 1, 1908.

WITH reference to the letter from your Department of the 26th instant, I am directed by Secretary Sir E. Grey to transmit to you, to be laid before the Secretary of State for India, a copy of a letter from the Colonial Office, concurring in the proposal that His Majesty's Government should agree to the postponement of the International Opium Commission till the 1st February, 1909, and suggesting that the date of meeting should be postponed to an even later date.

Sir E. Grey is disposed to deprecate this suggestion, in view of the assurances given in Parliament that the work of the Commission would be facilitated, and to inform the American Ambassador that His Majesty's Government agree to the date of the 1st February, 1909, but before taking any action he would be glad to be favoured with Viscount Morley's views.
