Manchester-by-the-Sea, August 23, 1908.

I AM in receipt of a private letter from the Acting Secretary of State, informing me that it would give him great pleasure if Canada could be directly represented at the forthcoming Opium Conference, and that in such a case, provided there was no objection, he would like the appointment of Mr. Mackenzie King as Delegate for Canada.

Important legislation on the subject of opium has been enacted by the Dominion Government as a result of a recent report based on an investigation conducted by Mr. King into the subject of opium conditions in British Columbia.

A copy of this telegram has been sent to Ottawa, and I should be grateful to be instructed as to the reply I should make to the State Department.
