Sir:-
On receipt of your despatch No.290 of June 20th last, I lost no time in requesting His Majesty's Consuls General at Tientsin and Shanghai to furnish me with a report upon the Indian Police in those concessions, and directed their attention especially to the question asked by you, viz: whether, since the new rules for recruiting policemen in India have been in operation, there has been any decrease in the number of eligible recruits who offer themselves locally, or any check, apparently, upon their migration further eastwards.
I now have the honour to submit the following information on these points which I have received from Mr. Ker and Sir Pelham Warren.
The new scheme has not been in operation in Tientsin long enough for a definite opinion to be formed as to its eventual success, but the experience
