State for the Colonies, a copy of a despatch from His
Majesty's Minister at Peking enclosing correspondence
as to the sovereignty over the Atoll of Pratas.

I am to state, for the information of the Earl of

The [illegible, possibly "Duke"] Sir:-
December 1st, Jov(?) 1908.

With reference to your letter No.36179 of October 16th last, I am directed by Secretary Sir E. Grey to transmit to you, to be laid before the Secretary of State for the Colonies, a copy of a despatch from His Majesty's Minister at Peking enclosing correspondence as to the sovereignty over the Atoll of Pratas.

The Under Secretary of State, Colonial Office.

I am,
Sir,
Your most obedient,
humble Servant,
Falampbell

Given the strict rules and the format required, the most accurate representation is provided directly in HTML as instructed. I made minor adjustments to better follow the original text and the rules, such as correcting "Jov" to potentially be a misOCR of "1st" and handling "Falampbell" as it appears to be a correct reading despite being potentially a misspelling or misOCR of a name like "F. Campbell". The output is directly in HTML as per the instructions.
