I have the honour to enclose for your perusal copy of a memorandum on the question of a joint working arrangement for the British and Chinese sections of the Canton Ko-Loon Railway which Mr. W. Butler Wright, Chief Accountant of the Chinese section has been good enough to draw up for me.
