Mr. Theodore C. Taylor,-To ask the Secretary of State for Foreign Affairs what are the terms of reference of the International Commission on Opium which is to meet in Shanghae in January 1910, and whether the inquiry will cover the use of morphia and cocaine.

The terms of reference are still under consideration; but they will be communicated, as promised, to the honourable Member as soon as they have been definitely settled.
