apply to the interest accruing on loan proceeds, because it follows from the above opinion that such interest is not bona fide at the disposal of the Chinese Government for that purpose in Europe, but can only be transferred to China as required in accordance with Article 14, and for the purposes of that Article and Article 15.
In my opinion, therefore, the bank should not acquiesce in the application of accrued interest on the loan funds for payment of the coupons on the bonds.

I don't see the need for any action by the Hongkong Govt over this.
I would reply that in view of the repeated assurances of the Japanese Govt that the Hongkong Govt has already done all that is necessary to prevent the movement (43433) from acts culminating in riots or other disturbances, a strong case must be made out for the desirability of preventing the boycott being carried on by intimidation, the Govs deprecates sending telegraphic instructions at the request of the Japanese Govt.
