The Governor General of Australia to the Secretary of

State for the Colonies.

Referring to your telegram of 24th September

Opium Commission Australian federation do not intend

to send delegate to the Commission but a report

showing what has been done in Australia with regard to

prohibition of importation of smoking Opium will be

furnished at an early date. Government suggest for

consideration at the Conference subject of reserving

exclusively to the Government of each country the

right of cultivation and manufacture of opium to be

used for purely medicinal purposes and absolutely pro-

hibiting under heavy penalties all private enterprise

in connexion with the production of the drug.
