authorized to make payments in pursuance of the arrangements indicated in this letter.

Your travelling expenses in connection with the Commission should be included in the Account, and you are at liberty to claim from Sir G. Clementi Smith and from Mr. Laidlaw their Wine Allowances at the rate of Three shillings and sixpence a day on the journey to Shanghai as well as the usual charges for carriages, outlay and gratuities.

Charges which may be incurred by the British Delegates for carriage hire during their residence at Shanghai may likewise be defrayed from public funds.
