Sir:-
I was directed by Secretary Sir E. Grey to inform
you that the Lords Commissioners of the Treasury have
authorised the following arrangements in connection
with your appointment as a British Delegate on the Opium
Commission at Shanghai.
Your Journey to Shanghai and back will be defrayed
by the Foreign Office, and you will receive a Wine Al-
lowance of Three shillings and sixpence a day whilst on
board ship.
During your residence at Shanghai you will be en-
titled to Two Pounds a day to cover all expenses of
lodging, subsistence, etc., and a sitting room will be
provided for the British Delegates at the public ex-
pense.
Sir E. Grey has requested Sir A. Hosie to take
charge of the Accounts of the Mission and to provide
the Right Honourable W. ... , Esq., M.P.,
