The Lords Commissioners of His Majesty's Treasury have had before Them Sir F. Campbell's letter of the 12th instant (39214), with regard to the joint Commission of investigation into the opium trade and opium habit in the Far East which is to assemble at Shanghai on January 1st, 1909; and They regret to observe that it has been considered necessary to nominate such a large Delegation.

In the circumstances represented Their Lordships consent to the payment from the Subhead for Special Missions in the Diplomatic and Consular Vote, of locomotion expenses, and daily allowances of £2 at Shanghai (to cover all personal expenses such as lodging and subsistence), as proposed, and also of a Fee of 500 Guineas to Sir C. Clementi Smith for his services provided he...
