Mr. Watt, To ask the Secretary of State for Foreign Affairs, whether the British representatives to the Opium Conference in Shanghai are already in possession of strong views on the subjects to be discussed, and have committed themselves to these views in public; and, if so, will he say what useful purpose can be served by a conference in the East if there is no member open to conversion.
