Sir:-
I am directed by Secretary Sir E. Grey to trans-
mit to you, to be laid before the Secretary of State
for the Colonies, the text of a question in the House
of Commons which has been put down for the 3rd proximo.

It is proposed that the following reply should
be made:

"I am not aware that the British representatives
have expressed themselves publicly on the subjects to
be discussed at the Opium Conference, but as British
delegates they will be guided at the Conference by
the instructions which they will receive from His
Majesty's Government."

I am to enquire whether the Earl of Crewe concurs
in the proposed reply.
