ST. PETERSBURG,
November 20,
1908.
I have the honour to acknowledge the receipt of your despatch No. 362(38614) of November 18th, enclosing correspondence with the Colonial Office on the subject of the compensation claimed from the Russian Government by relatives of certain residents of Hong Kong who were lost when the German boat "Chine" was sunk by the explosion of a mine, that vessel being under charter to the Russian Government.
I note that in a letter which the British Vice Consul at Vladivostok addressed to the Colonial Secretary, Hong Kong, on the 8th instant he states that he is on the point of referring the whole case to this Embassy. From the correspondence it appears that the Colonial Office are under the impression that this has been done, but no trace can be found in the Archives here of any communication from Vladivostok on the subject.
I am requesting Dr. Hodgson to enquire how the matter stands.
I have the honour to be with the greatest respect,
Sir,
Your most obedient,
humble servant,
Right Hon. Sir E. Grey, Bart.
etc.,
etc.,
etc.
