WITH reference to my telegram of the 12th instant, I have the honour to request your Excellency to inform your Ministers that the instructions are being drawn up by His Majesty's Government for the guidance of the British Commissioners, and that the copy for Mr. Mackenzie King will be sent to Shanghae to await his arrival there.
