It is proposed to offer him on the present occasion a fee of not less than 500 guineas, provided that his absence from this country does not exceed a period of five months, in addition to the daily allowance at Shanghae.

I am to request that the Lords Commissioners of the Treasury will be good enough to sanction the proposed expenditure as a charge to the sub-head for special missions in the Diplomatic and Consular Vote.
