Foreign Office, September 23, 1908.

I AM directed by Secretary Sir E. Grey to inform you that, upon receipt of your letter of the 5th instant regarding the representation of Canada and Australia on the Opium Commission which is to meet at Shanghae on the 1st January next, a communication was made to the India Office inquiring as to the views of the Secretary of State for India.

Lord Morley assents to the course proposed in your letter, and Sir E. Grey also concurs in the Earl of Crewe's suggestion that the Governments of Canada and Australia should be asked whether they desire to send Representatives to the Commission.

I am to suggest that this inquiry may be made by telegraph.
