Foreign Office, October 28, 1908.

I TRANSMIT to your Excellency herewith a copy of a letter from the Colonial Office, inclosing a copy of a telegram from the Governor-General of Australia, relative to the International Opium Commission shortly to assemble at Shanghae.*

I request that your Excellency will, in accordance with the desire of the Secretary of State for the Colonies, bring to the notice of the United States' Government the suggestion of the Government of the Commonwealth as regards the limitation of the right to cultivate and manufacture opium for medicinal purposes.
