With reference to my letter of July 11th last, I have the honour to forward to you, herewith, an extract from a copy of a White Book of the British Government, which is a report of the First Secretary of the British Embassy at Peking, Mr. Leech, containing as true a statement as possible of the results which have been secured by the Chinese opium decree of November 21st, 1906, during the first year of its operation.

You might, if you approve, have this document deposited at the secrétariat of the Chamber for the members and at the same time bring the following to the notice of the members: Relevant data have likewise been collected by Her Majesty's Minister at Peking with the assistance of our Consular officers in China. Mr. Leech's report comprises all, and more than, Jonkheer van Citters was able to communicate.
