I am directed by Secretary Sir E. Grey to transmit to you the inclosed printed copy of "The China (Passenger-ships Fees) Order in Council, 1908," and of the Secretary of State's Order of the 4th July, 1908, revising the fees leviable under "The Hong Kong Chinese Emigration (Amendment) Ordinance, 1901."

The fees for emigration certificates and the newly prescribed overtime and holiday fees, being now fixed in sterling, must in future be levied by means of sterling fee stamps. Sums so levied should be included on page 1 of the Fee Return (Form H) under a separate heading "Emigration Fees," and a separate detailed statement of such fees should be furnished with the Fee Return.

For the present the fee stamps should be affixed to the existing emigration certificates (the dollar amounts printed ...
