With reference to my letter of the 17th December, 1907, 37244/07 relative to the fees paid at certain Chinese ports to the British Consuls in respect of their services as Emigration Officers, I am directed by Secretary Sir E. Grey to transmit, for communication to the Governor of Hong Kong, the enclosed copy of revised instructions on this point, which have now been issued to His Majesty's Consuls in China and Corea.
