WITH reference to the letter from this Department of the 7th ultimo, I am directed by Secretary Sir E. Grey to transmit to you, to be laid before the Postmaster-General, a copy of a letter from Mr. Hesse,* of the Eastern Extension Telegraph Company, on the subject of the outstanding difficulty between China and Japan concerning the Manchuria telegraph question.

I am to inquire whether Mr. Buxton would recommend that a further representation should be made to the Chinese Government, with a view to their acceptance of the compromise proposed by the Japanese Delegates to the recent International Telegraph Conference at Lisbon.
