Peking, July 21, 1908.

Tong Shoa-yi is to proceed to Washington as a special Envoy in order to convey the thanks of the Chinese Government for the remission by the United States of a portion of the indemnity. A Decree notifying the above appointment was issued yesterday,

and contains a eulogy of the action of the American Government.

I am informed confidentially that the American Minister has come to an understanding with the Wai-wu Pu that the money shall be devoted to the encouragement of Chinese students desiring to be educated in the United States.
