Foreign Office, September 8, 1908. We have been informed confidentially by the Japanese Government that inquiries have been made by the German Ambassador at Tokio whether it is still the opinion of the Japanese Government that, with the exception of the Legation guards, Chihli may now be evacuated by all the foreign troops, and if so, in proposing this step to the Powers, Japan will take the initiative. The Japanese Government wish for our opinion; they are inclined to agree.
I should be glad to be informed what your views on the subject are.
