WITH reference to your telegram No.104 of the 14th instant, I have the honour to inform you that the French Minister has notified me of his Government's desire to see the Yunnan incident closed before any Chinese loan is floated on the Paris market. This will probably entail considerable delay, as a claim for damage done to the Yünnan Railway is one of the French demands.
