Sir:-
Your despatch of August 4th in respect to the rules of the Mexican Immigration officers, as per the Diario Oficial of June 23rd: I have the honour to report that all passengers arriving here on steamers (from China excepted) are subjected to the questioning as set out in the above mentioned Diario Oficial. The Jefe de Sanidad here showed me a heap of such forms filled out, the original by the passenger him or herself, and the duplicate by the Doctor or his assistant. I noticed many stating nationality "Mexicano", so from that, I reason, that no passenger of the second class escapes.
The Doctor told me that they had other special forms for the Asiatic immigrants, but I did not see them.
