Sir:-

I have the honour to acknowledge the receipt

of your despatch of the 4th instant, relative to the

course pursued by the Health Officers at this Port

for the inspection of immigrants on incoming steamers.

In reply I beg to state that the Boarding Officer in the first place demands that every immigrant

produce a certificate issued by a recognised medical

practitioner at the port of embarkation, which certificate also has to bear the visé of the Mexican

Consul at the aforesaid port, as a guarantee that

the certificate is issued by a bona fide member of

the medical profession.

Further each and all of the immigrants before

permission is given them to land, are carefully inspected by the Health Officer, and should it be

found that they are suffering from diseases of the

eyes or other disorders that might make them a source

of ...
