With reference to my despatch No.97 of the 4th instant, I have the honour to transmit, herewith, copies of two despatches which I have received from His Majesty's Consuls at Veracruz and Salina Cruz replying to my enquiries as to the manner in which the Sanitary Authorities at their respective posts were carrying out the Circular Instructions issued by the Ministry of the Interior on the 22nd of June last, in regard to the examination and questioning of all persons arriving in Mexico from abroad.

It would appear from Mr. Buchanan's despatch that the procedure in the case of Chinese immigrants is somewhat different from that enforced on arrivals from other countries, as in the case of the Chinese and presumably other Asiatics, the Certificate issued by the medical practitioner at the Port of departure
