India Office, July 31, 1908. IN reply to your letter dated the 25th instant on the subject of the Joint Commission on Opium, I am directed by the Secretary of State for India in Council to say that he concurs in the terms of the draft note (since received), subject to any verbal alterations which may be necessary to meet the present position of the case.
Viscount Morley has no objection to the date of the meeting of the Joint Commission at Shanghae being fixed for the 1st January, 1909.
