firm of Jardine, Matheson, and Co., acting on behalf of the British and Chinese Corporation, for the construction and working of a railway from Pukow to Sinyang, in the Provinces of Kiangsu, Anhui, and Honan.
I have now the honour to state that the British and Chinese Corporation are ready to proceed to a Final Agreement in respect of the above-mentioned railway, and to request your Highness to appoint officials with whom the representative of the Corporation may negotiate for this purpose.

Do you see any objection to a suggestion made by the India Office, that we should approach the British and Chinese Corporation with a view to their obtaining from the Chinese Government a Concession to raise a loan for the construction of a line to Tengyueh from the Burmah frontier on terms similar to those of the Tien-tsin-Pukow loan?
The Government of India would be authorized, if Concession were obtained and work commenced, to take in hand the construction of a line to the Chinese frontier from Bhamo, and would make a grant of 10,000l. to the British and Chinese Corporation to help them in the expenses of negotiation.
