Foreign Office, August 15, 1908. ADMINISTRATION of estate of British subject deceased at Harbin. You should endeavour to arrange matter in accordance with suggestion contained in last paragraph of your telegram No.143 of the 12th instant, but you should make it clear that our acceptance of Russian assistance is a mere matter of convenience in the absence of a British Consular officer, and does not imply the recognition in principle of any special Russian status with regard to British subjects resident at Harbin.
